It's just pen but I like it it's the jokers face paint, which was made to resemble pogo the clowns make up. Pogo was the clown character made by John Wayne Gacy, the serial killer, who when caught and ask where he was born ,by police, responded "out of chaos". Also its the reason he's laughing in his mugshot.
